Free shuttle bus carries passengers around downtown on 15-minute circuit. Parking: where to park, hours and rates
   Parking Guide: Land is scarce downtown, and like other popular areas such as the beaches, that means parking is limited. To ensure that on-street spaces are opened up for visitors and shoppers, and aren't monopolized by downtown employees, the City of Wilmington recently re-instituted parking meters, which had been removed in the 1970s.
   Revenues from the meters are paying for new public parking downtown, including the 566-space deck that opened in September 2004 at Second and Market streets.
   On-street parking costs 75 cents an hour -- a quarter buys 20 minutes -- with a two-hour maximum on most streets. A five-minute "grace" period applies after the meter's paid time runs out.
